That would be true if their military were able to confiscate all of the food. If the food were dispersed in small packages at least much of it would reach the common people.
Maybe drones would deliver the packages to the people even better.
Heck, why not also use drones to take weapons away from all of the military guarding towns and cities? Then the people could revolt, if they're not too starved.

This is honestly the most effective thing you could do for North Korea.
I've heard that NK's pirating SK soap operas are astounded at how well the "average" people of those shows live.
All governments are terrible and ought to be abolished, but NK is an especially terrible example of the end game of Statism.

Food wouldn't really work because the military would confiscate it and the propaganda machine would say it was poisoned by the imperialists.
Just drop 1.7 billion dollars in cash on pallets like they did for Iran and throw in another 1.7 billion dollars in crude and refined petroleum products. This is only about 1/5th the cost of a new aircraft carrier. When they have some level of trust and independence from china you can sell them US goods.
