Except Wilders did not lose. He won a couple of more seats and is now the second biggest party. It's true that PVV won't be in a coalition, but that was already known before the elections. The only way Wilders would rule is if they would have won an absolute majority of seats, which has never happened.

He did lose then. He's not in power means he lost. And he won't be kicking anyone out, so the cartoon is pretty dumb

The cartoon was made before the elections. And again, no he didn't lose, he gained in seats, so he gained in power. He just didn't become the biggest party. The biggest party is the right-wing VVD, who have lost seats.
