A great question with a depressing answer: like most federal employees she's protected by civil service regulations or union rules or something, so it will take forever to fire her if they ever do (keeping in mind that this was reported back in October, she was investigated at the time and allowed to remain in her post with no punishment).

I'll bet she felt safe doing it because she was absolutely certain that Clinton would be elected. That way she could say that she spoke out even though it wasn't safe for her to do so. Probably angling to be in charge of Hillary's personal SS detail.
