The 3/5ths thing had nothing to do with Blacks being slaves. The whole purpose of the Constitution was to make a Federal system out of the several states. A lot of compromises had to be made to achieve that purpose. One of the compromises was that the house of representatives was based on population representation, and the Upper house which was supposed to be the house that advised the president and had a great influence on domestic and foreign policy was based on Union membership. (Senate confirms judges, secretaries, foreign treaties etc) One of the problems was that the southern states had a small population of White residents who could vote and a large population of Black and other indentured people who could not. They wanted their congressional representation to be base on all the people who lived within their borders. The Northern states which had a small number of Black and Indentured people did not want to count them as that would have given the Southern states a advantage in the Lower house (house of Representatives, who by constitutional mandate is the originating house of all bills of revenue. (taxes)) So if the south had a large number of congressmen they could write tax laws that benefited a relatively small number of southern citizens and at the same time be a disadvantage to large numbers of Northern citizens. (Remember that most of the taxes of the time were Tariffs, and Tolls which adversely impacts manufacturing over agrarian.) So the 3/5 formula was a compromise between the manufacturing north and the agrarian south in order to form a Union and really had very little to do with Black People except in the south they happened to be mostly slaves. Freed Slaves were counted as a whole person by the way.

By the way a little personal history here to show how this worked. I have an ancestor that lived in Tennessee and they own slaves. In the census of 1810 it is showed that the family owned a black female slave name Rebecca who was counted as 3/5ths. In the Census of 1820 The family consisted of the family of 1810 minus one son location unknown, and a Run away female slave named Rebecca and as such neither one of them could be counted for purposes of representation. In the Census of 1830 in the state of Kentucky is the missing son of the family from Tennessee married to a woman of color Named Rebecca who was counted as a whole person with in the household. So she now was counted as a whole person for the purposes of representation.

So you see that blacks could be counted as a whole person and don't throw stones at people who are not like you, for as Pogo Possum said "I have met the enemy and they is US."
