Clickbaity article with not much real content, unfortunately.
Half of these are just odd ways of spending taxpayer money - the money going to grants for weird (but one-off) research projects is hardly a drop in the bucket.
The helium and raisin reserve was interesting, though.

The helium reserve is actually amazing and it's a huge shame that we're selling it. We have a very limited supply of helium in the world and it has a wide range of uses. It's theorized that if it weren't for the US selling its reserve Helium would be going for twenty times its current cost. I don't know how old you are, but I'm probably going to see a helium shortage in my lifetime.
