Again:

The purpose of oversampling in any survey (and it's common) is to ensure that the demographics selected by your sampling methodology end up with margins of error similar to the margins of the larger groups.

In other words, your nominal sampling approach may have you selecting 90% of demographic A and 10% of demographic B. At 10% of the total sampled population it may be that your methods result in a margin of error that's higher than desirable for group B, but sufficient for A. What you can then do is oversample B so that you end up surveying 80% of A and 20% of B, which gives you a better margin of error with B, and a still acceptable margin with A.

Oversampling by itself introduces an obvious bias: you've altered the demographics of your sample population in a way that doesn't match your target population. Thus it's important to combine this method with sample weighting, which should weight the results of A higher than B by some representative amount.

Thus a message saying to use oversampling is not in itself evidence of bias. It's evidence that the person is saying that those oversampling targets will minimize the margin of error for those groups. The issue would arise if they didn't counteract the bias introduced by the technique of oversampling.

Note the following "recommend oversamples" and "maximize what we get get out of our media polling". Sorry there is no way to spin this, this is clear evidence that the DNC in concert with polling firms are actively working together to build a narrative. If you really believe, despite all evidence to the contrary, that Hillary is running away with this then you are blind.

If they're recommending oversampling to "maximize what we get out of our media poling" then, yes, they're using oversampling to increase the quality of the data for their media polling.

Where's the part that says they're going to do oversampling improperly?

Might be a means to catch a mole. They come up with some suspicious sounding dead end nonsense to get leaked out, make sure it ends up in the hands of someone they don't trust, then remove said person when it gets leaked out.

If so, then wikileaks has thwarted them by releasing this stuff in batches. Now they have no choice but to assume it was a hacker, and that the leaks are not a whistle blower.

It seems I could have been more clear.

The reason for this sort of poll skewing is to have internal polling sample results turn out more accurate, not less. Remember, there wasn't an inkling in these peoples' minds this info would be widely disseminated. While the rabbit hole indeed goes deep, this is just chasing a dead end.
