About the only thing this mysterious "they" can do is feck with the root DNS servers and Domain sales. We, as a country or as individuals, can spin up alternative DNS servers and registries in minutes.
The internet was designed to survive nukes. We can route around idiotic UN bureaucrats. And when (not if) they start going the inevitable route of petty dictators we can start throwing up mesh networks. You can probably put together a raspberry pi node and antenna for ~$30. You can also turn every phone into a mobile node (see the serval project app for example).
TL;DR: This actually may be fun.

You are assuming The US government would want to. The UN wants to police what they call "hate speech". The US could never do this on their own, but if an international body did it for them, outside of their jurisdiction they could just choose to accept it rather then do anything to prevent it.
Edit: I read the first half of your message and replied before I finished reading. I understand that those of us who are technically capable will be able to route around international censorship attempts. Most people however are not technologically capable of doing do on their own. I think this is t threat due to the ignorance of the vast majority of the population.

I'm assuming that most of the US government is going to be goosestepping right along with the UN. I can throw up a DNS server in minutes.
And we can make building out a mesh network can be as simple as "buy this - plug it in - open the antenna - connect to its wifi". Instant freedom-net for normies.
