Definitely, but, here is where I think things are now different. It's my sense, that all the world's elites, the real power brokers, they realize that their are too many people on earth with far too few resources remaining. We can only mine so much ore, we can only refine so much raw material, before things are buried too deep, too far to be economically viable. As a collective species, we really lack the proper understanding of how to manage resources on this planet (note, I wanted to link a SCIAM article, but it's behind a paywall and I know that pisses people off... I recommend searching for "Michael Moyer AND sustainability"; but the short of it is that many critical resources have between 5-50 years before they're used up at present rates).
We haven't made it off-world yet. Maybe 20 years ago the elites figured we'd be there by now, who knows, but it didn't happen. I often wondered, if Elon Musk, a Praetorian, became who he is because he saw the future of the world playing out like all of Africa.
They've got to get our numbers down. They have to control the information because its one thing we will all unit against them on, all of us, will call for their heads if we collectively discovered they've been slowly killing us (soft kill, which the Chinese literally adopted openly (e.g. chemical sterilization)), and planned to significantly ramp up efforts. The numbers have to go down so that they can buy more time to get off planet. We can't sustain our technological levels much longer, and those levels are just barely enough to get us off this planet. If they don't kill a bunch of us off we all die.
That is what I think is going on.

Thanks for the research recommendation I will check it out. Your perceived scenario is certainly plausible. I think whatever happens the next twenty to thirty years have the potential to be really wild in all senses of the word.
