He's soliciting people (including armed, off-duty cops) to go stand at the polling locations. Other than that, he hasn't been clear. You can't hover over the election officials who are doing the tallying (plus, those folks are both Republicans and Democrats so they watch each other). My parents work at the polls and help tally the results and that's a whole thing that nobody can interfere with. The only other option is to watch the people who show up to vote. Where I live you have to show some kind of ID...drivers license, military ID, something government issue. They check you off against their list. Not sure what else could be done?
Honestly, I think this is just an attempt to steer people towards donations (the confirmation email I got also linked to a donation page). That, or he's just planting the seeds that he'll only lose if the election is stolen. I'm kind of concerned about that allegation because it's pretty damn clear that he's WAY behind in all the polls so I seriously doubt anybody would have to "rig" the voting results in order to beat him at this point. It would be pretty sorry if he loses and then claims that it was rigged--that's the way you get people hurt, and having family who actually work at the polling stations, it makes me pretty uncomfortable that anybody would suggest that what they're doing is dishonest.

Judging from a lot of comments on Voat, that's what I'm afraid of. Like I mentioned, my folks have worked the polls since I was a kid. The way they count and record the votes really is above-board. The argument that the voting machines themselves might be "rigged" also concerns me because--again--those were chosen by non-partisan reps (or at least with the oversight of people of both parties). In fact, in my state Republicans hold a super-majority with control of the Governor's office, both houses of the State legislature, both Federal Senate seats and a vast majority of the Congressional districts. And Trump is still having big issues with a number of Republicans I know jumping ship because he keeps saying stuff that they find repulsive. I just think it's dangerous (and disingenuous) of Trump to be advancing the idea that the only way he loses is if he is cheated. That is sure to rile up some of his supporters to the point where they could take it out on folks showing up at the polls, or confronting poll officials like my folks who have a LONG history of volunteering in their precinct.
