It has traditionally, but Trump is upending them. This is why they fought so hard to cheat him out of the nomination. Sanders did the same thing on the left. Before the primaries were over I made a commitment to support whichever one of them was "allowed" to win. The only reason Trump emerged out of the wreckage on the right was because conservatives voted for him so overwhelmingly that it overpowered the efforts of the GOP to cheat him out of the nomination. People point out that the DNC "put it's thumb on the scale" for Clinton, but the same thing happened in the GOP. If only the Dems were educated and attentive enough to give Bernie a 70/30 split in actual votes, maybe he would have emerged with a 55/45 victory.
