Although i agree that the city of Philadelphia issued it, it is still possible that it was politically motivated, and i think it's safe to assume that the city has been working with the DNC quite a bit leading up to this.

The DNC hasn't "screwed" Bernie at all. They have always thrown their own candidates under the bus in Vermont and made sweetheart deals with him to get him elected. They let him run for president as a Democrat and gave him access to their infrastructure even though he's an independent. And he's repaid them by bashing them all the time and siccing his thugs on party officials. They've actually been too nice to him.
He lost fair and square, and the only reason this narrative persists that he got "screwed" is because the far left can never accept a loss with grace and class. They live in a bubble, surround themselves with people who are exactly like them, and then are shocked and appalled when they find out that people who disagree with them exist. They can't cope, so they turn to excuses and conspiracy theories. It comes from the same place as their British bretheren demanding a do-over right after Leave won the Brexit vote.

Not sure why you find it surprising. He has had a cozy relationship with them since he first ran for Congress and knows that if he does not continue it that they will actively run people against him next time he is up for re-election. He also stands a chance of losing his Committees as he only has those at the pleasure of the Democrats.
