The only stadium I could find in Omaha that could potentially fit that description was Johnny Rosenblatt Stadium. The picture facing towards the outfield shows absolutely nothing of the sort, regarding what you mention. In fact, any space past the outfield is either grandstands (Which I must assume are paid seating, due to positioning not matching your description) and what appears to be either a backboard to keep balls from going over the fence or a lightboard, I can't tell which at this distance. If it's a different stadium you're referring to, I'd love to see a picture of this concept, because it really does intruige me...but I must still say I'm skeptical, in the lack of an actual, photographic example.

It's cool. /u/MedicalMountainGoat pointed out a stadium where the seating-style exists, but as I mentioned before, I still have to surmise that this type of setup is the exception, and not the rule. However, I am entirely willing to concede the setup exists, in practice. :-)
