Seems like when you get away from the stops and gyms the spawn rate plummets, I noticed that in my own town.

I believe spawns are similar to xm in ingress which I've read is distributed based on cell phone activity in a given area.

Mine too, so successfully requesting more pokestops might fix the issue. The main problem is that everything is done on the server side, so they aim most spawns at populous areas for efficiency's sake. I wonder if it might make more sense to base spawns off of each phone's physical location instead of fixed physical locations, that way each phone's location generates a random nearby encounter whenever it moves more than [X] meters. Then everyone would have equal ground, the heavy lifting would still be done server-side, and they would still avoid populating areas that have no people in them.

While this may work it would also mean factoring in the location of each pone and increase the load on the servers. Perhaps when they sort the initial load issue sand then the demand dies down there will be more processor cycles to handle something like this but at this time I wouldn't expect it until at least winter. that will be a real test of pokemon go's staying power.
