The paintings do not go through customers, and count as a "cultural export" so they are a great way to launder money.

They are also secure. If a "painting" gets stolen, then how can it get sold? only a die hard collector would want it.

But no one is collecting the modern art, only the government and certain individuals. The lack of a black market for this stuff indicates that there is something artificial in these transactions, like a form of money laundering.
