The G184 was led by two of the country’s most reviled multimillionaires, who are both of middle eastern heritage: (1) Andy Apaid, Jr., a U.S. citizen and the owner of Haiti’s largest sweatshops, and (2) Reginald Boulos, owner of a Haitian pharmaceutical firm whose products had killed dozens of poor Haitians.1 Both are linked to influential media corporations2 belonging to the National Association of Haitian Media (ANMH). "Earlier in the day Boulos and seven other prominent business people met with Preval and urged him to adopt the OAS'
recommendations. Preval has been pushing for cancellation of the presidential elections, a move opposed by the United
States, the U.N. peacekeeping mission, Brazil and others." MIAMI HERALD
We believe that our "behind the doors actions" have been so far more effective than the usual public
statements of the past. The business community has played a major role in helping to get the November 28
elections back on track, by convincing President Preval to request the OAS mission, by publicly denouncing the
results of the 1st round, and as late as yesterday morning (3 hours meeting with Preval) by convincing him to
drop the idea of annulment of the elections.
As you know, President Preval has not been happy about the position of the Private Sector. But to his credit,
he has kept the dialogue open with us. For the first time in a long time, the position of the Haitian Private
Sector is based on principles and not particular interests. As I mention to you many times, we need your
support to continue to build a strong and ethical Private Sector. Everyone in the diplomatic circles and among
the Haitian political leaders will confirm the role played by the Private Sector Economic Forum over the past 6
months. Our published polls ( controversial for some) has contributed in modernizing the way elections are
monitored as the results confirmed the quality of the polls and the OAS results were consistent with the quick
counts we organized on November 28.
On behalf of the Haitian Private Sector, I want to thank you for the commitment you have shown toward Haiti
• and the long hours and days you have spent promoting the reconstruction efforts.
My best Regards,
Dr. Reginald Boulos

Haitian Dr. Reginald Boulos: the company you keep?
Archive - Haitian Dr. Reginald Boulos: the company you keep?
The good Haitian medical doctor, ONG boss, Pharmaceutical executive, and owner of two defunct private commercial banks, is also known to have allegedly developed an excellent friendship with one Mohamed Attah, during the several years the latter is reported to have lived in Haiti, way before this radical muslim terrorist became infamously and internationally known for crashing a commercial passenger plane into one the towers of the World Trade Center on 9/11, killing over 3,000 human beings.
Dr. Boulos is alleged to have powerful friends among the gang leaders of Cite Soleil and other shanty towns in Port-au-Prince, where hunger sometimes leads to unfortunate decisions. Will so many friends in tough places testify on his behalf, as new allegations of wrongdoing can potentially be made by even older friends in politics and business? Then again, it depends on the company one keeps. In the sudden company of competent and dedicated law enforcement officials, who knows what a conversation may lead to, about or from old company one kept?

Political ties and controversy
Dr. Boulos has been purportedly linked to the 1991 Haitian coup d'état and the second coup d'état against President Jean-Bertrand Aristide in 2004. Dr. Boulos has also been accused of association to the Front for the Advancement and Progress of Haïti (FRAPH), the paramilitary "death squad" ushered into power by U.S. intelligence during the 1991 coup led by Lieutenant General Raoul Cédras, though Boulos claims these accusations of his involvement to be "outright lies". He has also been tied to the controversial political coalition the Group of 184.
Dr. Boulos believes the 2010 Haiti earthquake presents new opportunities for Haiti, especially for business growth and sustainable development. Dr. Boulos proposed that donors allocate at least 50% of all funds and guarantees to formal Small and Medium Enterprises (SME) and micro-enterprise financing, encourage broad ownership of larger companies, and implement SME set-asides, especially in the housing and construction sectors. Behind his recommendations, Dr. Boulos' principles are those of accountability, equality, and "independence from international aid." Dr. Boulos is active in the reconstruction of Haiti, and is the Business Sector Representative for the HRIC - Haiti Reconstruction Commission, or also known as the CIRH - Commission Interimaire Pour La Reconstruction D'Haiti, which is co-chaired by former U.S. President Bill Clinton and Haitian Prime Minister Jean-Max Bellerive."But with foreign aid flowing and a sympathetic world watching, Boulos envisions a new Haiti: one focused on quickly creating jobs while purging its ruling class of the cronyism that helped make this one of the world's poorest countries."
