This really just sounds like a way to say "HEY I know what's going on, we're going to do everything about it... it's no news, it's just a strengthening of current policy and encouragement to share info." It specifically has no effect... the only purpose for such a thing is morale and a kick in the bootie for those in the agencies. Also the need for a full report in 120 days of current major crime organizations statuses.

I think it would be helpful if you put the most relevant parts in boldface (i.e. Likewise, the trafficking and smuggling of human beings by transnational criminal groups risks creating a humanitarian crisis.)

I don't like the transnational emphasis. Does that mean it will be limited to operations that cross national borders? No domestic criminal operations? If they don't cross international borders they get a bye. No resources towards them? No support for their investigation?

Hate to split hairs here, but there really should be no ambiguity here.

Thank you for posting this, and THANK YOU TRUMP. God, I hope this really gets moving soon before these sick fucks try to leave the country. I'd like to one day be able to got to bed at night without the nausea from realizing the degree of evil in this world, and worrying about their victims.
