What you have is a malicious extension, or chrome hook that messes with your proxy. To fix this go to chrome settings --> advanced --> network --> change proxy settings --> lan settings --> remove automatically detect settings and any other settings that look like they've been tampered with. If the problem persists, you need to deinstall chrome, delete any remaining files & registry entries and run MS malicious software removal tool https://www.microsoft.com/en-us/download/malicious-software-removal-tool-details.aspx
