Bill Dean, the chief executive of M.C. Dean, one of the country’s biggest electrical contractors, is known for his lavish, exclusive Halloween and Fourth of July parties. There are bouncers stationed at the door, making sure guests are on the guest list. Scantily-clad young women, some of them wearing little more than body paint, wander around in droves. At last year's Halloween party, held on Oct. 28th, one of Dean's friends raped a 21-year-old college student, and even though the DC police know who the perpetrator is, they still haven't charged him with a crime.
The party was held at Dean's Georgetown home, the Dodge Mansion, 2819 P St. NW. The victim said she had gone to the party with a friend. She did a line of cocaine in a bedroom and panicked. While other girls tried to calm her down, Dean's friend entered, made them leave the room, and then bit and raped the victim. Around 4 a.m., another party-goer, Stephanie Larimore, heard the victim crying upstairs and went to check on her, along with two other girls. The assailant then came back into the room and threw one girl against a wall, and grabbed Larimore by the hair and banged her head against the floor. The police were called, and questioned witnesses. The victim didn't want to go to the hospital.
After the party, a female representative of the rapist called the victim, and afterwards, she stopped cooperating with the police. The representative also called Larimore to ask her "what she wanted." The Washington Post called the representative, but she refused to identify herself. She said, "I can’t comment. I can’t talk about this," and hung up. The victim told the Post about her attacker: "It’s intimidating to deal with someone with such a high profile and aggressive demeanor." By the end of November, the victim's parents complained to NBC that the police were taking too long to press charges. There seems to have been no word on the case since then.

Bill Dean's best friend is Michael Saylor, the CEO of MicroStrategy, with whom he co-owns a three-bedroom yacht. Saylor is also known for hosting extravagant parties, and was once the richest man in the DC area. One of his parties had a bathtub stocked with ice and Veuve Clicquot champagne. In Feb. 2014, MicroStrategy investors began complaining because Saylor was spending a lot of time on vacation in exotic locations and posting photos on Instagram while the company's stock languished. At least one journalist noted in Fortune that Saylor was rude to a waiter and his broker (http://archive.is/qSncc)).
In a 2010 blog entry on TheDirty.com called CEO Douche-Bags (http://archive.is/L0y1k)), an anon commented on Nov. 5th: "Michael drd me and I filed charges against him, he took advantage of me a week ago. I'm gonna make sure he goes to jail, I have all the proof so good luck."
I'm guessing "drd" is supposed to be "drugged," but I don't know. I suspected Saylor might be the culprit before reading that comment, but that added weight to my suspicions.
Some of Dean's other close friends, who often co-host parties with him, are "David Chung, a partner in Capitale and George, an invitation-only club; Michael Kosmides, owner of Look Supper Club; and Tony Hudgins and Sherif Abdalla, who used to own Public Bar."
