The PVC is most likely for electrical conduit. Plumbing would more likely be black and at that distance, it would be 3" or larger.

I worked in construction and plumbing for a while. Not a journeyman or anything special, but I know what stuff looks like. Seems that you do not have any real experience. That is not for electrical conduits. Electrical wiring is almost always above grade. Additionally the pipe is too big for water. It must be the sewer line. They put that stuff deep in places that may not always be heated.

I take it back, it's plumbing but it's not sewer line. Basic sink runoff line that would connect to the main sewer line. Not sure if this matters at all, but worth being correct anyway.
