I also was born and raised in Poland, with frequent trips back, and I can confirm we like to keep things clean. If you can't keep your front yard clean, how can you invite someone over? Same applies to cities and tourists IMO
Look at more photos of NYC of the 70's and 80's. It really was a filthy, crime-ridden, place. Look at photos of the subway cars from that era. Compare with photos of same locations and objects from the present.
The NYC depicted in OP's photo is precisely the NYC I remember seeing depicted in pop culture as a kid.
