He should get that tac radio off of his chest. Even just a little extra distance or a metal plate can do a lot. The problem is that each one has the power of a broadcast radio with a high enough frequency to support the baud rate to support encryption with enough redundancy in the digital signal to make it resilient over a long distance. Long story short if you want quality, consistency, encryption, and distance there is no such thing as too much amplitude, until you consider a human's healt. But because of cell phone litigation it's supposed to be that microwaves can never do anything bad under any circumstance.

There are two ways you can get cancer off of a radio signal. One is what you hear about most, dna being damaged. That requires a larger frequency and can't happen here, which makes people feel safe. The other is an issue of amplitude. If it causes general tissue damage and that is sustained it can give you cancer. I'm not saying cell phones give you cancer but this device is an exception. The amplitude is too damn high and the device is too damn close and constantly in the same spot. Just as microwaves can give you cataracts, tissue damage can come from microwaves if the power is too high for the sensitivity of the tissue. Eyes are more sensitive but for chests the question is what's the limit?

How to get them even better radios with less risk? Separate the transmitter into another brick and sync it with bluetooth. You could even make something more powerful than bluetooth that could go a whole city block and just keep it in the squad car. As long as the device that is able to go miles (encrypted) isn't right against their body. P~r^2
