The top comment seems relevant:

According to the Telegraph article, Hilliary Clinton had nothing to do with the Birther nonsense other than someone who is anonymous inside the campaign wrote an internal e-mail. Hell that could have been Karl Rove for all you know, or at least a much younger copy of him (as that is how Karl and Ted Bundy got their starts--following Democrats for the Republican Party and pretending to be Democrats.)

If you remember the 2008 campaign, Shillary did this all the time: use "surrogates" with ties to her campaign, either from PACs (in this case, the PUMA PAC) or elsewhere, to smear Obama while maintaining plausible deniability herself. If you really think Shillary had no knowledge of this, I've got a bridge to sell you.
