Uh, i guess you ignored the certification part, right?

I am also not sure why you are upset about tactical vehicles. Please explain how they are bad.

They aren't bad. What's bad is that when you see video of the cops USING the military vehicles and gear, it's always against the protesters. When the rioters come out and start burning and looting shit, the cops sent out foot units who get overwhelmed and then call for the national guard. I watched 3 simultaneous streams during the Ferguson riots. 2 were news, and one was a "protester," some half-wit vlogger hipster holed up in an organic bakery with like 100-300 others like themselves. The news was covering the damage, riots, fires, looting, and there were NO cops, while the mayor "pleaded" for backup. Meanwhile, the cops rolled through the other suburbs in APCs and Hose Trucks pepper gassing and detaining the oh-so-threatening white-guilt protesters in skinny jeans and ascots. The narrative of course became that "All protesters turn violent, and we need more gear to deal with them!" when in fact, they don't use the fucking gear to fight the riots. A water hose and some rubber bullets fired from any of the 6 armored vehicles and units of foot troops would have SURELY stopped the rioters, but, that wouldn't make for the wounded-dove image of the cops they like to leverage in justifying using millions in tax dollars for the bullshit 1033 program.
