Here's the full context, which I believe shows that yes, in fact, certain items have been banned entirely. Other requipment, like riot gear, now required some sort of sign off.
The banned items are tracked armored vehicles, bayonets, grenade launchers, ammunition of .50-caliber or higher and some types of camouflage uniforms, according to a report released by a White House working group that made the recommendations. Other equipment, including tactical vehicles, explosives and riot equipment, will be transferred only if local police provide additional certification and assurances that the gear will be used responsibly, according to the report.
Also the opposite, they don't use them for riots and roll out against protesters. That way they can say it "wasn't enough" when they can show paper trails of deploying all milspec assets while the city burned to the ground.
Good there's going to be some checks on gear. When you see artillery gear being eyed for possible use you know your police service might be going a bit heavy.
