That might work. I'm a little suspicious, splitting water and compressing gases are two power hungry operations... Then energy density of gaseous hydrogen kind of sucks and it's dangerous(ish) to store.
There is this really great way of storing hydrogen where you attach it to a chain of carbon atoms and it becomes a liquid. Much safer, fantastic energy density. If they could make that from CO2 in the air and water and wind we'd really be on to something.

Don't get me wrong, I want a solution as much as anyone. I just can't take these snake oil diversions. Running cars on hydrogen/whatever is silly until we have an energy source.
That said, this is very interesting. First I've heard of it, thank you for that. BTW, I'm still pulling for nuclear as the energy source. It looks so workable, reliable, safe, clean, and plentiful when you get past the FUD. But this could be how we get cars to go. Although... if cars are the only thing still burning fossil fuels... no, they stink up the local environment in cities. That alone is a good enough reason to change now.
