Doing nothing is also an action. They signed on to the UN security resolution against NK, so to do nothing is to violate it. They're in a position right now where even inaction is consequential, so it's more interesting to see how they react in this situation than normal.

China wont do shit. NK is like a huge dmz to them, they want to keep the status quo.
