The bill is H.R.3892 - Muslim Brotherhood Terrorist Designation Act of 2015 introduced by Mario Diaz-Balart (R-FL). It has 29 Republican cosponsors and only one Democrat, Collin Peterson. Twenty years ago it would have been the Democrats proposing this bill and the Republicans opposing it. One of the cosponsors is Dana Rohrabacher who is notorious for continuing to support the mujahideen of Afghanistan after they became the Taliban.

John Conyers denounced the bill as "islamophobia" and called for Congressional action against "anti-Muslim sentiments" instead.
