Hell, the FBI can probably extract the encrypted data. And if they can, nothing's stopping them from throwing the data into an emulator (or a shitton of emulators in parallel) and brute forcing the passcode that way. Whenever 10 failures happen and the data gets wiped, just restore the emulator with a fresh copy of the data from the phone and continue on.

The whole thing is that the FBI doesn't want to do that, they want Apple to break the platform's security themselves and leave it broken so the feds can get into everyone's phones.

Apple has unlocked phones for authorities at least 70 times since 2008.

So, if we assume the terminology they use is correct (a stretch, I know) then Apple able to bypass/override the passcode.

The main reason Apple is in such a huff is because the FBI asking for future Apple phones to have back-doors put in so that government agencies can get into them, not because they are asking to get into the devices the Islamic terrorists used. They want future technology to have back-door access. Like Samsung phones. Or your mom.
