I understand it's expensive business running airport and airlines yet it would cost only a little more to get employmesnt and SOP documents correct so not to have gaping security holes.
Digressing, transportation of goods is practically as valuable as money itself: if the goods are not delivered then no barter can take place. When a person has sensitive goods that can't be replaced or has the luxury of peace of mind to travel with product they much rather do that than USPS. Now why would you burn the bridge of 'smuggling' entirely? The governments don't want that, they just want plausible denyability both from what They do, and what approved actors do. All these business people play the same game and its ledger is spot on.
