I read in a article about the new X-Files that part of the reason why they didn't immediately continue with the franchise was the post 9/11 attitude that it was no longer okay to suspect or criticize the government. When it isn't feasible to perform fiction around something, I think that's a little scary.

If someone forgot to set up your account, or even if they "forgot" to set it up, the easy fix is to call IT on day two of the job and say that someone forgot and you need help getting your account made.
Assuming this is true, the blame is ultimately still on Hillary. You can't make it half as high up as she got and not know about the secured accounts they make people use. Hell, my only connection to anything government is that I know someone from the army who wasn't important enough to get attention beyond local news, and I found out about it just because they complained one time about what a hassle it was to try and handle domestic matters from their work computer. If she wasn't given an email account, then they'd better have an explanation for why it took her so long to seek one out.
