well considering the state and local law enforcement is at about 250 officers per 100,000 citizens and there are total federal LEO 120,000 , an all out shooting war would be an uphill battle for just police.
Of those 100,000, how many have weapons and are willing and capable of standing up to an organized military? Probably not as many as you think.
The main difference between the civilians and military/law enforcement (besides training and equipment) is leadership and direction.
Let's give you the benefit of the doubt and say that 60% of that 100,000 have guns and are willing to stand up against the police. Who's gonna organize them? You can't say that they could effectively stand up to police without solid organization and planning.
Which concludes that they would be random disorganized attacks against police? Don't forget they have survalence equipment, infrared, night vision and so on...
Don't forget that of the 100,000 there are children elderly, infirm, etc. who are unable to fight as well. So those numbers would be substantially lower.
However I'd assume there be a decent number on the law enforcement side unwilling to face civilians as well.
The numbers would still be significant stacked against the coppers.
Even in "peaceful" circumstances police can't control locations in the US; Baltimore, Atlanta Oakland etc. Now imagine if people's ire was truly inspired?
