Admittedly it is speculation on what the government will do, I'm just not fond of vague legalese. If it's vague it's intentional and more often than not ends up abused at some later date. Remember millions of dollars can be spent lobbying on a single word, this is all deliberate to some end.

oh absolutely. we agree more than we disagree. I just think "except in cases of reasonable network management." is worth far more attention than defining "legal content" because as a network engineer i know how impractical to outright impossible it is to cherry pick data. It sounds more like its included to prevent legal action against them for stuff the government mandates because they are big on protecting themselves like that. See FISA.
