Buying scalps was something the English introduced to the Americas. Just like slavery.

Personally, I wouldn't pay anything for them. I'd be content in knowing they feared their fate if I caught one.

Don't for a moment think that an there is any moral high ground in an asymmetric war. That's why the US and france got their asses kicked in viet nam. They were both fighting with tactics not suited for their opponent.

If your opponent has no hesitation about causing devastation and terror in areas you "supposedly" control and murdering non-combatants, then you must respond in kind in areas where they have local support or you'll lose.

That's not political, it's just a fact. That is how war works. Fair play is reserved for those who play fair. Military targets are fair game.
