Does this bill also challenge 'race to the top'? I know people don't like the teaching to the test scenario, but 2008 Obama administration stated that we needed standardized testing for the race to the top program. The 2012 Obama administration declared not so long ago that it was opposed to standardized testing.

As I understand it it's not often good news comes out of the Senate. Now to get rid of affirmative action.
