The counter-argument I often hear to that is that it would make rape victims more afraid to come out. Doesn't make sense to me since if you were really raped, how would it come up that you lied about it?

To play devil's advocate, let's say you were the woman Bill Clinton raped, whom he used his power to silence you and then claim you lied.

Bill Clinton's word alone is not proof that you falsely accused him though. He might have the power to dogpile false evidence that could be taken as truth possibly. People at his social tier can get away with more things than physically raping people.
