Tests are supposed to be discriminatory. They discriminate between those with the tested abilities and those without.

This is a natural consequence of raising a generation to believe they can be whatever they want to be regardless of ability, where trying your best is always good enough, and where everybody wins.

I can't tell you how fucking pissed I was as a kid because a bunch of ignorant idiot adults kept telling me I could be a pilot if I wanted to. I also discovered I couldn't be a fireman, a police officer, or a train engineer - all things I had interest in doing. After years of dreaming I discovered that color blind people aren't allowed to do any of the things I wanted to do and that all of my teachers were ignorant fucking idiots. If they had told me from the beginning it might have been better. That was the 70's and 80's when we didn't even have "everybody wins" and "you're all special snowflakes" crap. I can't imagine what a shock the real world is to the kids of the 90's and 00's.

In my city they only make the cops take the test once. I don't know if that's typical. Honestly though, why bother having a test if you don't have to retest every couple of years? Why deny someone who can't pass the test when you know that you have cops who passed it 15 years ago and are now in worse shape than the applicants that are failing?
