Destroying money has an anti-inflationary effect, so it makes everyone else's cash more valuable. So it is charity of a sort, but the effect is spread across so many people as to be imperceptible.
Only thing is I believe (so i heard?) but they do actually print more replacement money. Somehow estimating what gets destroyed then somehow putting that back in. I assume through government channels.
But i get what you're saying. I'd just like to see that kind of money go to some worthwhile charity. hell, she could just toss it out a window and at least some poor bastards might get a thrill and enough for a night out.
*I briefly worked at a casino and was surprised to learn that this kinda thing really seriously happens quite regularly and sometimes they came in on wheelchairs and venitlators and with x-months to live and blatantly told us in no joking ways they were purposely wasting all the remaining money so their kids or grandkids didnt get it!

The moribund rich must really have thought their children were awful to give their money to a casino owner. That's saddening.
Of course they should give it to something more worthwhile.
