She was telling him to keep his hands visible. He continually reached his hands towards and into his jacket. This is an area where people commonly conceal weapons. Based on his previous actions of fleeing from the officer and his continual refusal to show his hands, the officer felt he was attempting to retrieve a weapon.

She was alone at the time and the subject's brother was present and yelling at her. She feared for her life and shot him to defend herself. The jury ruled this was a reasonable fear based on the totality of the circumstance. This decision was partially based on the SCOTUS case of Graham v. Connor. This is the primary supreme court case that sets the standard for what is reasonable for police use of force.

Some relevant quotes from SCOTUS in Graham v. Connor:

"Our Fourth Amendment jurisprudence has long recognized that the right to make an arrest or investigatory stop necessarily carries with it the right to use some degree of physical coercion or threat thereof to effect it."
