Just like MH-17. Putin and Sisi are right to brush it off as bullshit speculation.

It's also strategically valuable to demonstrate patience and restraint (the biggest sign of balls there is) in the wake of a tragedy like this while everyone else jumps to politically-convenient conclusions without caring for the investigation. This just makes them seem level-headed.
It could go either way. If middle-class Russian civilians are going to be subject to terrorism, he might lose domestic support for trying to compete militarily with the US and he doesn't have a lot going for him besides that. I say he'll censor any report concluding it was terrorism in the Russian media. The Egyptians also need that tourism money, which will dry up overnight if it was terrorism.
Neither. He's waiting to see what the recorders say and not giving in to making idle speculations for the media. After all, the US has to keep its politicians busy. They have the sole concession for making idle speculations to the press.
