More healthcare options, more housing options and more food assistance options mean that many more impoverished people do not have to resort to crime, which means less shootings.

Also,about 20 years ago was the beginnings of affordable and reliable domestically made firearms (Kel-tec and HiPoint), making it so the poor and lower class people can afford weaponry if they feel a need for it. No more reliance on "ring of fire" pistols, which are often as dangerous to the owner as it is to the assailant.

We have seen a decrease in buying power, but being lower class doesn't mean you're in poverty either.

Doesn't matter, the lower class today is still more wealthy than it was 20 years ago.
