The 14th was never meant to apply to foreigners. It was meant to apply to former slaves, born here, who were denied their citizenship rights.

It was decided over 100 years ago.

And the 14th amendment never said former slaves, but instead said ALL persons born in the US.

"a person born in the United States who is subject to the jurisdiction thereof acquires automatic citizenship."

the italicized part means "not illegal"
