Harper knew that immigration is necessary for a country with negative fertility rates, as does every other person to hold office.

It isn't, Japan is doing just fine by shucking common wisdom. When unemployment is rising you really don't need to compensate for dropping fertility rates.

Japan is on the verge of an employment catastrophy. Their aging workforce and low youth population is a ticking time-bomb for when the average citizen is too old to contribute. Don't be fooled by their low unemployment rate. That's likely indicative of a lack of available workers to fill the jobs.

No, it's not. It's doing fine. People have been saying that Japan is on the verge of a catastrophy for decades, and nothing has happened to them, they're still doing their own thing, ignoring all the inane advice being given, and are better off for it.
