Biden (a) admitted to plagiarism while in law school and (b) considered the current accusations against him at the time ('87) to have enough credence to merit dropping out of the Presidential race. That was Biden's call.
Edit: Could have Googled first and should have but was replying from personal memory of the events and it's been a long time and details were fuzzy. Biden's downfall in the '88 race was stealing, word for word, story for story, campaign material from British Labor Party Leader Neil Kinnock's "underdog" campaign speech.
Biden was an ethics-less loser in '88, Biden is a loser in '16.

The plagiarism scandal wasn't plagiarism at all. It had to do with some screwup in legal procedure.
