Speaking as a Brooklynite who just got a fiber install date after three years of requests, no. Verizon is flat-up lying. They're not even close.

I believe the concept in the article is exactly that, Verizon is attempting to get out of responsibilities defined in a city contract by arguing over the definition of the word "pass".
