The Saudi government budget depends on oil being something like 20$ a barrel and can survive below that price for a good amount of time. Consuming less oil is not going to do much, especially since there is a certain amount of oil in everything we lay our hands on. Culturally, the best option is shame. Shame can be a powerful force in Middle Eastern cultures from my experience. Figure out how to shame the government in front of its peers or people and you'll have some leverage for change.

Saudi Arabia is an example of a country with major political and social issues, they're not religious. It's also hilarious, as it's a country that has been supported by the US for a very long time, despite the fact it assists terrorist organisations and countries around the world.
