It is reasonable to be cautious and investigate if it was an explosive. It is not reasonable to charge him for making a hoax bomb

If they really thought it was a bomb, why didn't they evacuate the school? Why didn't they call the bomb squad?
Bottom line is that they didn't think it was a bomb and he didn't make any motions that it was. Not smart to bring this to school, sure, but they all knew what was up.
