  • Take a step back and seriously consider what in US policy may have created the conditions that fueled the zeal of the attackers.

  • Make policy changes accordingly.

  • Let the Heroin crop in Afghanistan die off - which the Taliban had been killing up until our intervention.

  • Invade no one.

  • Drone no one

  • Torture no one.

  • Detain no one indefinitely/without charge.

  • Use the trillions saved to raise the standards of social services in America: healthcare and education for starters. Beef up social security.

It's not easy to explain, but make friends, change the education systems. Do some psychological theory of why they attacked in the first place, etc. Stop reacting, as that's the very basis of the psychology of Fear and Terrorism - to intimidate.
