Culture doesn't have a crime rate, because movies, books and music don't commit crimes. People do.

Not necessarily. Growing up watching Gunsmoke doesn't mean you'll shoot people when you grow up, for example. In a lot of ways, culture is about releasing social pressure: thus, crime rates fall even as violent entertainment, including video games, becomes more popular.
