I'm not sure you'd ever be able to achieve that. The closest compromise I could see is internal affairs. Considering they investigate dirty cops that might be the closest thing to an impartial investigation that would be allowed in court or as a law

IA?? A recent beating victim from an illegal police raid would be more impartial... IA is almost worse than having the cop hold the footage himself.

I'm just not sure we'd get a bigger compromise at this point. Baby steps to the final solution.
Long term that'd be awesome, but realistically I just can't see it happening.
