Stage 1 - Complete.
Stage 2 - Video is automatically uploaded to an offsite location monitored by employees of IA
Stage 3 - Officers cannot automatically turn on/off recordings

A transparent third party that makes the recordings accessible to the public. Unfortunately in the US, money does way too much talking to make things that easy.

I'm not sure you'd ever be able to achieve that. The closest compromise I could see is internal affairs. Considering they investigate dirty cops that might be the closest thing to an impartial investigation that would be allowed in court or as a law
